The Memorial Hall was established in the rear of St. Kilda Soldiers & Sailors Club.The theatre began operation three years after the hall's construction. The foundation stone was laid on Nov 11, 1923 but according to newspaper reports the building was not actually completed until August 1924.It originally opened as an all purpose community facility. Cinema Record (Miller 2003) claims film shows began screening in 1927 at which time it became known as the Memorial Theatre.

Lessee's included Palais Pictures Pty Ltd and Victory Picture Theatre Pty Ltd, however the dates are yet to be confirmed.
